Garcia Plea Bargaining Agreement Issues
In March 2011, the Philippine Government accused Barreras-Sulit of graft and betrayal of public trust in connection with the "Garcia Plea Bargaining Agreement" Garcia was accused of stealing 300 million pesos from the military’s coffers during his time as military comptroller. Barreras-Sulit failed to demand Garcia to return the money to the government during the plea bargain deal. Barreras-Sulit was also allegedly involved in the cover-up of former AFP Major General Jacinto Ligot for graft and corruption.
In June 15, 2011, Acting Ombudsman Orlando C. Casimiro implemented the 90-day preventive suspension imposed by the Office of the President (OP) against Special Prosecutor Wendell Barreras-Sulit.
