Have a clear, clean and well-maintained sidewalks that allow comfortable, even leisurely passage of people; however, sidewalk vending is a business that has, through the decades, provided livelihood to thousands of the city's urban poor and allowed their dependents to survive despite the economic crunch.

Where the Cebu City Government Intervenes
It is the policy of the City Government to promote social justice and dignity among its constituents including sidewalk vendors. Most of the plight of the poor resorted to sidewalk vending which sometimes risks their lives due to harassment and demolitions.

Thus clear policies must be established, policies which are fair and just in the part of the vendors and convenient for the City Government to regulate and monitor.

Sidewalk Vending/Selling Policies in Cebu City, Philippines
  1. Sidewalk vendors are only limited to sell dry goods, food/fruit vendors and other rendering services in the designated and allowed places provided for by the City Government.
    • Food/Fruit Vendors should comply with the requirements from the City Health Department to be issued with Health Cards.
  2. Sidewalks are beyond the commerce of man. Therefore, store owners or or sidewalk vendors are not allowed to lease or rent any part of the sidewalk in the vicinity of their establishments to vendors. Neither can they use the sidewalk to display their goods. All intersections should be cleared.
  3. Stalls used by sidewalk vendors should be of standard size, that is, 2 ft by 3ft, and shall be collapsible.
  4. Sidewalk vendors are allowed to operate only within the following hours:
    • 7:00 AM to 11:00 PM to all Street Traders of Cebu City
    • Outside of these hours, stalls are not allowed anywhere in the City.
  5. Business owners and sidewalk vendors are responsible for maintaining cleanliness and orderliness within their vicinity.
  6. Only one side of a sidewalk ca be used for vending. (ONE-SIDE VENDING)
  7. Cebu City will adopt and enforce vendors' zero-growth rate policy. (ONE FAMILY: ONE STALL).
