National Tree Planting Program of the Alternative Learning System (ALS LINGAP KALIKASAN PROGRAM)

In support of the Executive Order (EO) No. 26 otherwise known as the National Greening Program of His Excellency President Benigno Simeon Aquino III and pursuant to DepEd Memorandum No. 58. S. 2011 entitled "Creation of a Task Force on the National Greening Program," the Department of Education (DepEd) through the Bureau of Alternative Learning System (BALS) will implement the National Tree Planting Program otherwise known as the ALS Lingap Kalikasan Program from 2012 to 2016.
The launching of this Program will be held during the 1st ALS Lingap Kalikasan which will be conducted simultaneously in all regions, divisions and communities at 5:00 a.m. on March 30, 2012.

All the ALS learners who are enrolled in the Nonformal Education (NFE) and Informal Education (InfEd) Programs of the Alternative Learning System together with their families in their respective communities shall be encouraged to participate in the 2012 ALS Lingap Kalikasan.

The ALS implementers such as the mobile teachers (MTs), district Alternative Learning System coordinators (DALSCs), regional and division ALS supervisors, ALS peer educators, ALS Gabay Aral sa Pamayanan (AGAP) literacy volunteers, ALS service providers and other ALS partners are also enjoined to take an active role in this Program implementation in coordination with the regional and division DepEd Greening Program coordinators as well as with the officials of the local government units (LGUs) at the community levels.

Enclosed are the ALS Lingap Kalikasan Program Guidelines and Forms for reference and guidance of all concerned.



ALS Lingap Kalikasan Program Guidelines

I.    Preparatory Activities
1.    The Division ES I in-charge of ALS shall spearhead the tree planting activities of ALS learners, implementers and partners in coordination with the Regional ALS Division Chief and Assistant Chief, the DepEd Greening Program Coordinator and officials of the LGUs.

2.    The Mobile Teachers (MT), District ALS Coordinators (DALSC), AGAP Literacy Volunteers, ALS Peer Educators, Instructional Managers, ALS Service Providers and ALS Partners shall serve as team leaders in their areas of responsibility.

3.    Each team shall ensure that the seedlings are secured, prepared and are ready for planting prior to March 30, 2012.

4.    Team leaders must conduct organization and planning meetings to ensure that the objectives of the program are addressed effectively. Details of the plans must be submitted to BALS through the ALS Regional offices by February 15, 2012.

5.    Team leaders shall ensure that advocacy and community campaigns are conducted in support of the program.
II.    Tree Planting Day
1.    Tree Planting shall start simultaneously at 5:00 AM on March 30, 2012 in all identified areas in the country.

2.    All ALS learners and their families as well as all ALS implementers shall participate in this activity.

3.    A full documentation of this activity shall be submitted to the Bureau of Alternative Learning System (BALS) by the Division ES I in-charge of ALS through the Regional ALS Division Chief using Form 1 (Enclosure No. 2).
III.    Post Tree Planting Activities
1.    A certification of participation shall be issued to the ALS learners and other participants by the Division ES I in-charge of ALS.

2.    Team Leaders shall conduct periodic monitoring on the status of the trees planted and shall submit the report to the Division ES I in-charge of ALS as well as to the RO and BALS using Form 2 (Enclosure No. 3) and following this schedule:
1st Quarter Monitoring Report - due April 30, 2012
2nd Quarter Monitoring Report - due June 30, 2012
3rd Quarter Monitoring Report - due September 30, 2012
4th Quarter Monitoring Report - due December 31, 2012
