Pursuant to Presidential Proclamation No. 126, entitled "Declaring
the Month of December of Every Year as Rizal Month" and to the
Administrative Order No. 23, dated November 10, 2011 entitled "Creating a
Steering Committee on National Observances," the Chairperson of the
National Historical Commission of the Philippines (NHCP) as Chairman,
with the officers from the Department of Education (DepEd), Department
of Interior and Local Government (DILG), and the Department of Tourism
(DOT) as members of the Committee were tasked to formulate, organize,
monitor and evaluate the programs and projects undertaken in the
Observance of the 115th Anniversary of Dr. Jose P. Rizal's Martyrdom.
This year is the Sesquicentennial Birth Anniversary of Dr. Jose P. Rizal
hence, the same theme "Rizal, Haligi ng Bayan," has been adopted.
In view of this, the DepEd Secretary enjoins all regions, divisions, districts, and schools to actively participate in the nationwide celebration. Likewise, the said offices are requested to coordinate with their respective Local Government Units (LGUs) regarding their participation in the simultaneous conduct of the Flag Raising and Wreath-Laying Ceremonies at the following venues:
- National Capital Region (NCR): Rizal National Monument, Rizal Park, Manila with the attendance of the Secretary or his representative, Regional Director (RD), NCR Schools Division/City Superintendents (SDSs), other officials, teachers and students;
- Region IV-CALABARZON: Rizal Shrine, Calamba City with the attendance of RD, SDS, other officials, teachers and students; and
- Region IX: Rizal Shrine, Dapitan City with the attendance of the SDS, other officials, teachers and students; and
- Various Cities and Municipalities: The SDS, through the Division Special Events Coordinator, may coordinate with the Local Government Unit (LGU) regarding the participation of DepEd in various programs.
All DepEd offices (central, regional, division, district and schools) are enjoined to display the Philippine Flags, buntings, and the Rizal Day 2011 streamers.
In connection with the Rizal Day Celebration, the Grand Finals of the Rizal National Festival of Excellence (RNFE) on Rizal/History Quiz and Kundiman Chorale for high school students and an Oratorical for elementary pupils will be held at the Bayview Park Hotel on December 27-30, 2011. Contestants of the Oratorical Contest are requested to prepare and submit five (5) copies of their oratorical pieces, and the Kundiman Chorale Groups to submit five (5) copies of the musical scores and the list of choir members/other staff upon registration on December 27, 2011.
This is to reiterate that the mechanics of the contest for the three (3) categories as stated in DepEd Memorandum No. 178, s. 2011 will be strictly followed.
The contestants for the Rizal/History Quiz Contest shall wear their school uniform, contestants for the Oratorical Contest shall wear an appropriate Filipiniana attire. Each chorale group may bring their own equipment needed for the performance.
The DepEd shall provide free board and lodging for the following number of participants from the seventeen (17) regions and five (5) clusters:
a. Rizal/History Quiz - (17 Regions) 2 per region
• Contestant + Coach
b. Oratorical Contest - (17 Regions) 2 per region
• Contestant + Trainer
c. Kundiman Chorale Competition - (5 Clusters) 20 members per cluster
• 20 group members (including the conductor, accompanist/s, staff and Division Special Events Coordinator) = Total 100
d. Regional Special Events Coordinators - (17 Regions)

The travel expenses (transportation and per diem) of the contestants, coaches, trainers, conductors shall be charged to local funds such as PTA, local school board funds, regional/division MOOE or may be sourced from the municipality/city/ provincial funds, NGOs, civic spirited clubs, associations, and organizations subject to the usual accounting and auditing rules and regulations.
The expenses for the board and lodging of the participants, coordinators, judges/consultants and National Technical Working Committee (NTWC), honoraria and production cost, communication and documentation, preparatory expenses, supplies and materials, parade uniforms, medals, trophies, special dinner, and other incidental and operational costs shall be charged to the approved Rizal@150 Funds subject to the usual accounting and auditing rules and regulations. While the cash prizes and honoraria of judges shall be charged to the partner agencies as follows:
a. Rizal/History Quiz - National Historical Commission of the Philippines (NHCP); b. Oratorical Contest - Order of the Knights of Rizal (OKOR); and c. Kundiman Chorale Competition - National Commission for Culture and the Arts (NCCA)
