2012 National Literacy Conference and Awards

In celebration of the annual Literacy Week as stipulated in Presidential Proclamation No. 239 entitled "Declaring the Period from September 2 to 8 of Every Year as Literacy Week," the Department of Education (DepEd), through the Literacy Coordinating Council (LCC), in cooperation and coordination with other government organizations (GOs), local government units (LGUs), private organizations (POs) and non-government organizations (NGOs), will hold the 2012 National Literacy Conference and Awards on September 17-21, 2012 inclusive of travel time at the Benitez Hall, Teachers Camp, Baguio City.
The priority agenda of the United Nations Literacy Decade (UNLD) for 2011-2012 is Literacy and Peace. In line with this priority agenda of the UNLD, the theme of the National Literacy Conference is Literacy for Life and a Sustainable Future: Learning Together for the 21st Century.

The Conference and Awards aim to:
  • she good practices in universalization of literacy programs and in reaching out to the unreached and marginalized members of the community;
  • discuss innovations and practices in promoting literacy for sustainable development;
  • promote peace concepts and good models of conflict-resolution, disaster management and climate change; and
  • recognize the best practices for implementing literacy programs or projects that alleviate poverty, provide livelihood, address welfare needs, promote freedom and make education facilities accessible.
The following participants are expected to attend the Conference:

Department of Education (DepEd)
  • Bureau, center and regional directors (RDs) or their representatives; bureau/regional chiefs and assistant chiefs; and regional supervisors of the Alternative Learning System (ALS) and Formal Education; and
  • Schools division/city superintendents (SDSs), assistant schools division/city superintendents (ASDSs), division supervisors of ALS and Formal Education, district supervisors and principals/head teachers of elementary and secondary public and private schools, ALS coordinators and mobile teachers especially those from 5th and 6th class municipalities/districts and provinces included in Enclosure No. 1 containing the list of thirty (30) priority barangays with lowest
Participants from this Department shall attend on official business.

Other Government and Non-government Agencies
  • Officers of government agencies with extension programs involving literacy or continuing education;
  • Heads and members of non-government organizations (NGOs) and civil society organizations involved in universalizing literacy in every region;
  • Heads of local government units (LGUs), barangay chairpersons and kagawad members, barangay health workers, and other officers involved in the universalization of literacy;
  • Heads of private/corporate foundations with interest in education or literacy; and
  • Heads and members of academic institutions particularly those in charge of National Service Training Program-Literacy Training Service (NSTP-LTS).
One of the highlights of the Conference is the awarding ceremony of the top five (5) winners of the Search for Outstanding Implementers of the National Literacy Programs/Projects. These winners are selected from the LGUs (Highly Urbanized City, Independent Component and Component City, Municipal Level Class A and Municipal Level Class B) for their exemplary accomplishments in literacy development through their programs and projects.

This is a live-in conference. Participants are requested to register on September 18, 2012 at anytime between 9:00 a.m. to 9:00 p.m. The first meal to be served will be lunch on September 18, and the last meal to be served will be breakfast on September 21, 2012.

A registration fee of Five Thousand Pesos Only (PhP5,000.00) will be charged each participant to cover expenses for board and lodging, handouts, kits, and other workshop supplies and materials. Participants are requested to pay in cash only. For participants from DepEd, transportation and other incidental expenses shall be charged to local funds of their respective offices, subject to the usual accounting and auditing rules and regulations. For participants from other government and non-government agencies, they shall make arrangements with their respective agencies regarding their expenses. The tentative program of activities is contained in Enclosure No. 2.
