Rizal / History Quiz Bowl Mechanics

Below is the contest mechanics of the "Rizal / History Quiz Bowl"
I.    GENERAL RULES - Subject to such changes as may be determined appropriate, the following General Rules shall apply:
A.    The contest is open to all Filipinos, First to Fourth year high school students from public and private schools nationwide enrolled in the school year 2011-2012.

B.    The questions will cover Philippine History with focus on Rizal (60%), History and Culture (30%), and Current Issues (10%).

C.    The media to be used will be Filipino and English. Each question shall be read twice: once in Filipino and once in English.

D.    There will be three (3) categories of questions consisting of ten (10) items each. The first category will be easy, to be followed by average and difficult respective. Each contestant shall be given fifteen (15) seconds to answer each question after the Quizmaster gives the signal to start. A signal (either using a buzzer or a bell) will also be given to signify that the 15-second time limit has already lapsed. As soon as the signal to stop has been given, the participants shall raise their official flash sheets where their answers are written.

E.    Should there be a tie; three (3) questions prepared for the purpose shall be given to break the said tie. The tie-breaker questions shall be treated as especially difficult questions.

F.    The questions shall be objective. The proper spelling and manner of writing the correct answers shall be strictly observed. All answers must be readable.

G.    Scoring shall be based on the following:
Easy            -    10 points each question
Average       -    20 points each question
Difficult        -    30 points each question
Tie-Breaker  -    30 points each question
H.    The contestants shall wear their respective school uniform during the contest and must present a valid identification documents duly certified by the Regional Director or Schools Division/City Superintendents before the contest starts. Those who do not comply with this shall be automatically disqualified in joining the contest.

I.    Proper replacement shall be applicable in case the contestant could not attend the contest.

J.    The decision of the Board of Consultants shall be final and irrevocable.

K.    Previous RIZAL QUIZ winners are disqualified to join the contest.

L.    The contest will be held at such times, dates, and places as will be announced later.
II.    REGIONAL LEVEL COMPETITION
A.    General rules shall apply.

B.    The regional elimination rounds shall be conducted by the Regional Office with the presence of central office personnel whom may serve as the Quiz Master. The questionnaire shall come from the DepED Central Office, and shall be hand carried by its representative. Proper paraphernalia shall be
made available for the contestants by the Regional Committee.

C.    Each school shall conduct a school based competition across year levels. The winner (1) of the school based competition shall proceed to the Division Level contest. Each school is entitled to one (1) representative to compete for the division level elimination rounds. The first place winner during the division level shall proceed to the regional level competition. The National Level Competition shall participated in by the regional winners - one each region.

D.    The National Technical Working Committee shall be responsible in selecting the Board of Consultants for the regional competition.

E.    The highest pointer in the regional competition shall be declared as the First Prize winner, the second shall be the Second Prize winner and the third highest pointer shall be the Third Prize winner. Only the First Prize winner shall represent the region in the Grand National Finals. In case the First Prize winner could not attend, the second best in the region shall be its representative.

F.    The DepED Regional Offices are enjoined to organize a Regional Committee which shall be chaired by the Regional Director with the Regional Special Events Coordinator and Education Supervisor (Social Studies-Secondary) as vice-chairmen in coordination with the Secondary Education Division Chief, and with members from the regional representatives of the cooperating institutions and associations, if there is any.

G.    The Regional Offices through the Regional Directors may allot at least Fifteen Thousand Pesos (P15,000.00) or maybe authorized to collect minimal registration fee to cover the expenses of the regional competition. The National Organizing Committee (NOC) shalt make suitable arrangements to ensure the provisions of the prizes for the competition.

H.    Travel expenses (transportation, per diem, and other incidental expenses) and the board and lodging of the participants and special events coordinators shall be charged to local funds (such as but not limited to PTCA and local school board funds) or may be sourced from NGO's, municipal/city funds, and civic spirited clubs and organizations subject to the usual accounting and auditing rules and regulations.
III.    GRAND NATIONAL FINALS
A.    General rules shall apply.

B.    Representative (1) from each region shall compose the National Level Competition. The contestants who will get the highest points shall be considered the National Champion; the second highest scorer will be declared the second prize winner; and the third highest will be declared the third prize winner, respectively.

C.    The contestant shall be provided by the NTWC with the proper paraphernalia to be used during the contest.

D.    The National Organizing Committee shall make suitable arrangements to ensure the provisions of the funds necessary to carry out and implement the competition.

E.    Travel expenses (transportation per diem and other incidental expenses) of the contestant, coaches and Regional Education Supervisor (Social Studies) shall be charged to local funds (such as but not limited to PICA, local school board funds, and regional funds) or a\maybe sourced from NGO's, municipal/ city funds, and civic spirited clubs and organizations subject to the usual accounting and auditing rules and regulations.

F.    Board and lodging of the participants and members of the National Technical Working Committee (NTWC) shall be charged to NCCA/DepED funds subject to the usual accounting and auditing rules and regulations.

G.    The National Organizing Committee (NOC) shall make suitable arrangements to ensure the provisions of the prizes for the competition.
