2nd National Educator's Congress on Human Rights Education

In line with the thrust of the Department of Education (DepEd) to provide quality basic education and in pursuance to Section 3 of Article XIV of the Constitution, and Executive Order No. 27, the Commission on Human Rights (CHR) will spearhead the conduct of the 2nd National Educators' Congress on July 20-22, 2011 at the Development Academy of the Philippines (DAP), Tagaytay City. This is in coordination with the DepEd, Armed Forces of the Philippines (AFP), Philippine National Police (PNP), Philippine Public Safety College (PPSC), Commission on Higher Education (CHED) and International Movement of Development Managers (IMDM).
With the theme "Human Rights Education: Changing Culture Towards Peace and Governance," the congress aims to:
  1. assess the status of implementation of the 1st Congress' commitments and obligations on human rights education (HRE) in respective institutions;
  2. map up consensually the remaining issues/gaps on HRE that each institution has to address within one (1) or more years;
  3. she experiences/practices among the participants and identify indicators or parameters of good and innovative practices in the field of HRE;
  4. enable them to craft institutional plans of action to further strengthen human rights education in respective educational institutions;
  5. come up with the consensus on the blueprint for the transformation of current Filipino psyche into a culture of human rights; and
  6. organize themselves as members of the Human Rights Educators' Association of the Philippines (HREAP).
The participants to this activity are representatives from different government and nongovernment agencies and the academe. As it is imperative to teach human rights education to all school children at all levels of the educational ladder, each region is enjoined to send one (1) regional supervisor, and one (1) division supervisor. The bureau directors in the Central Office are likewise required to attend the said event. The DepEd participants will attend on official business.

Board and lodging of the participants and their traveling expenses including their registration fee in the amount of Five Thousand Pesos (PhP5,000.00) will be charged to local funds subject to the usual accounting and auditing rules and regulations.

The registration will start at 7:30 a.m. on July 20, 2011. Enclosed is the program of activities.
