Amended guidelines will be observed in the assignment of PNP personnel returning from UN Peacekeeping Mission/Secondment: Personnel may be assigned to their former offices/units subject to vacancies and other conditions set forth in the transfer/reassignment of personnel; In case there are no available vacancies in their former offices/units they shall be assigned nearest to their residence subject to availability of positions and other conditions set forth in the transfer/reassignment; In case that there are no available vacancies to offices/units nearest to their residence, they may be assigned to the offices/units of their choice subject to availability of positions and other conditions set forth in the transfer/reassignment of personnel; In case there are still no available vacancies, they shall be assigned to Police Regional Offices with least personnel fill-up vis-a-vis the ranks of these personnel; Personnel from technical services shall be reassigned to their offices/units; and they shall only be allowed to undergo mandatory courses or specialized courses one year (1) from their arrival.
General Bartolome prioritizes the enhancement of skills and capabilities and focuses on the improvement of lives of every police personnel. These make the 140,000 police personnel equipped and knowledgeable in every aspect of police service. Some of these morale and welfare projects being implemented include;
- AFP/PNP housing project by His Excellency President Benigno C Aquino under the NHA Socialized Housing Program. A total of 20,000 units of housing project will be offered to qualified AFP/PNP personnel. Fourteen thousand one hundred twenty eight (14,128) applicants were endorsed to NHA for pre-qualification for house and lot packages. Seven Thousand seven hundred ten (7,710) have pre-qualified and three thousand five hundred fifty three (3,553) have already signed the contracts.
- One hundred thirteen (113) dependents of PNP personnel were granted scholarship under the Reward Educational Assistance Program for SY 2011-2012.
- LOI SUGO (Spiritual Upliftment and Growth of the Organization) was implemented by the Chaplain Service which aims to bridge the gaps and build blocks to harmonize the spiritual and moral activities of the PNP through the creation of a Multi-Faith Pastoral Council.
- Personnel with job related criminal and administrative cases received legal advice and assistance through Legal Service Projects Tambuli, Gabay, Katarungan and Legal Aide Clinic.
- Unwed couples in the organization who want their relationship to be solemnized but lacks budget, will be given a chance to be married. Every Valentine’s Day, the PNP sponsors Mass Wedding at St. Joseph Church Camp Crame followed by a mass reception at Multi Purpose Center with the high ranking officials serve as the primary sponsor. Twenty (20) couples will be exchanging their vows on February 14, 2012.
- A total of twenty thousand nine hundred seventeen (20,917) uniformed personnel were promoted from PO2 to PSUPT for the year 2012. The PNP will continue to give recognition to newly-promoted uniformed personnel as it uplifts their morale and strive more to enhance their capabilities and skills to boost the police professionalism standard. Applicants for promotion must comply with the four (4) requirements; education, experience, training and eligibility.
