The Scholarship aims to:
- expand the teacher-scholars' knowledge-based in Philippine history, culture, heritage and the arts and their application to culture-based teaching of basic education;
- provide them with hands-on opportunities for critical dialogue with the local culture and arts personalities;
- help them develop knowledge structures, framework and information systems which integrate history, culture, heritage and the arts into the formal basic education curriculum; and
- build their capability to contribute to a deeper understanding and appreciation of the local history, culture, heritage and the arts in the context of contemporary Philippine realities.
The first phase consisting of twelve (12) graduate-level academic credits wi11 start in Summer 2012 while the remaining twelve (12) units will be offered in Summer 2013. Successful graduates of this two (2)-summer program have the option to continue on to the Master of Education, Major in Cultural Education.
The NCCA shall provide the scholarship grant consisting of full tuition and registration workshop kits and materials, and a Five Thousand Pesos (PhP5,000.00) stipend to cover expenses for meals, accommodation and other sundry expenses. The transportation to and from the venue shall be shouldered by the teacher-scholar which may be charged to local funds subject to the availability and the usual accounting and auditing rules and regulations.
The deadline for submission of nominations and/or applications is on March 23, 2012 and successful applicants shall be notified on or before March 30, 2012. The implementing HEIs shall act on nominations and applications on a first-to-submit, first-to-be processed basis. They can issue admission notice even before the deadline for application if they find that the nominee or applicant is deserving of the scholarship grant. Class sessions will start on April 16, 2012.

Description and Objectives
The program is a two-summer 24-unit post-baccalaureate program divided into Graduate Diploma in Cultural Education Levels I and II. It offers foundation and major courses to enhance the students' understanding of the basic theories, processes and applications of arts, culture, heritage in the culture-based teaching of the basic education curriculum.
Following are its objectives:
- To expand the teacher-participants' knowledge base in Philippine history, culture, heritage and the arts;
- To provide the teacher-participants with hands-on opportunities for critical dialogue with the local culture and arts;
- To help the teacher-participants develop knowledge structures, framework and information systems that integrate history, culture, heritage and the arts into the formal curriculum of basic education; and
- To build the teacher-participants' capability to contribute to a deeper understanding and appreciation of the local history, culture, heritage and the arts in the context of contemporary Philippine realities .

Graduates of the 24-unit diploma program may pursue the Master of Education (MAEd) Major in Cultural Education or Master in Cultural Education program, on scholarship basis, to be offered by Teacher Education Institutions selected by the NCCA.
Scholarship Eligibilities and Provisions
Target participants are basic education public school teachers of any subject-area who meet the following eligibility requirements:
- 23 - 50 years old with good moral character;
- Bachelor degree holder with general weighted average of 85% or equivalent;
- With at least three (3) years of teaching experience with permanent appointment in any or a combination of academic subjects in a public elementary or high school;
- LET-passer; and
- Endorsed by the principal, district supervisor; division education supervisor or division superintendent (any one of the above).
- Duly accomplished nomination form signed by recognized authority
- Duly accomplished registration form signed by the teacher-applicant;
- NSO-certified birth certificate or copy of passport page showing citizenship and age;
- Copy of LET results or certification; and
- Endorsement and certification letter from any recognized authority (see table above)
