The Festival aims to:
- provide opportunities for students to showcase their talents in the following subject areas: language, arts, social studies and technology and livelihood education through exhibits and exhibition of their products and performances as evidences of their learning; and
- extend parallel learning sessions for teachers and students to enhance their knowledge and skills in their respective field of interest.

The board and lodging of all official participants, supplies and materials during the Festival; transportation and honorarium of the board of judges, quiz master, others involved in preliminary activities such as test item/event package developers and BSE management shall be charged to BSE funds, while transportation to and from the venue and per diem during travel time of official participants shall be charged to local funds subject to the usual accounting and auditing rules and regulations. Other officials and persons who are not included in the list shall make their own arrangements for board and lodging during the event.
Regional coordinators in the different skills exhibition shall submit the official list of their respective delegations to DepEd-BSE (Attn.: Ms. Rosalie B. Masilang, Over-all Focal Person) two weeks before the 2013 National Festival of Talents.
