Oplan Balik Eskwela School Year 2012-2013

The Department of Education (DepEd) will activate Oplan Balik Eskwela (OBE) for School Year (SY) 2012-2013 from May 28 to June 8, 2012 to ensure the smooth opening of classes.
The OBE aims to address the problems commonly encountered during this period particularly, assurance that students are properly enrolled and able to attend school on the first day of classes, June 4, 2012

The OBE 2012 shall include the following components:

a.  Convergence. Coordination with other government agencies involved in school opening matters shall again be initiated by this Department. As such, to assemble this year's Oplan Balik Eskwela, Inter-Agency Task Force shall be created to include the following:
  • Department of Trade and Industry (DTI)
  • Department of National Defense (DND)
  • Department of the Interior and Local Government (DILG)
  • Department of Public Works and Highways (DPWH)
  • Department of Health (DOH)
  • Philippine National Police (PNP)
  • Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) and
  • Metro Manila Development Authoritiy (MMDA).
Schedules for the Task Force meetings shall be announced on a separate advisory. Private corporations involved in the delivery of services will also be invited.
b.  Information Dissemination. DepEd will provide the public with important information through press releases, press conferences, media interviews, website posting and other available medium. Also, the DepTxt facility shall provide a link between the Department and the general public.

c.  Information and Action Center (IAC). The OBE 2012 Information and Action Center shall be set-up from May 28 to June 8, 2012 at the DepEd Bulwagan ng Karunungan, DepEd Central Office, Meralco Avenue, Pasig City to serve as an information and complaints processing and routing mechanism for the duration of the project. The following offices/units are requested to assign representative(s) to the Action Center:
  • Office of the Secretary (OSec)
    1. Communications Unit (Comm Unit)
    2. DETxt Action Center
    3. Educational Information Division (EID)
    4. Center for Students and Co-Curricular Affairs (CSCA) Student-volunteers/trainees
  • Office of the Undersecretary for Regional Operations
  • Office of the Undersecretary for Legal and Legislative Affairs
    1. Office of the Assistant Secretary for Legal and Legislative Affairs
    2. Legal Division
  • Office of the Undersecretary for Programs and Projects Special Programs and Projects Office (SPAPO)
  • Bureau of Elementary Education (BEE)
  • Bureau of Secondary Education (BSE)
  • Bureau of Alternative Learning System (BALS)
  • Health and Nutrition Center (HNC)
  • National Education Testing and Research Center (NETRC)
  • Educational Development Projects Implementing Task Force (EDPITAF)
  • Instructional Materials Council Secretariat (IMCS)
  • Administrative Service (AS)
    1. General Services Division (GSD)
    2. Property Division
  • Office of the Planning Service (OPS)
    1. Planning and Programming Division (PPD)
    2. Research and Statistics Division (RSD)
    3. Physical Facilities and Schools Engineering Division (PFSED)
  • Technical Service (TS)
    1. Educational Audio-Visual Division (EAVD)
    2. Information and Communication Technology Unit (ICTU)
    3. Materials Production and Publication Division (MPPD)
  • Employees Welfare and Benefits Division (EWBD)
  • Accounting/Budget Division
All offices and units at the Central Office are requested to actively participate in the OBE 2012 and provide the support needed to ensure the success of the project.

All regional directors (RDs) and schools division/city superintendents (SDSs) are directed to form their Local Information and Action Centers (LIAC). They shall perform the following tasks:

a.  Designate from among their respective senior staff at least two (2) Senior Action Officers who shall oversee  regional/division and local concerns and at least four (4) support personnel from other staff members. Their names should be submitted together with their hotline numbers to Ms. Erna Aganon, Head, DepEd Central Office-Information and Action Center (DepEd, CO-IAC) on or before May 4, 2012

b.  Set-up hotlines to receive calls, text messages, fax messages, and e-mails on complaints, requests and suggestions from parents, students and other concerned citizens

c.  Set-up help desk to accommodate walk-in concerns and

d.  Update/Submit daily reports to the DepEd CO-IAC on the concerns mentioned in Item (b) every 11:00am and  5:00pm

Likewise, all field and school officials are enjoined to lend their support to this campaign to ensure that all school children are enrolled.

Expenses which will be incurred for this project including payment for the services by the concerned personnel during the OBE 2012 from May 28 to June 8, 2012, in addition to, or over and above, their regular workload, shall be charged to OSEC Funds for CO personnel and to local funds for regional and division personnel. Expenses will be subject to the usual accounting and auditing rules and regulations.
