Regional Training of School Paper Advisers and Campus Journalists

Pursuant to Republic Act (RA) No. 7079, also known as the Campus Journalism Act of 1991, the Department of Education (DepEd) through the Bureau of Elementary Education (BEE) and the Bureau of Secondary Education (BSE), will conduct the Regional Training of School Paper Advisers and Campus Journalists across the country from November 2011 to January 20, 2012.
This training aims to:
  1. develop the journalistic skills of the new advisers and campus journalists;
  2. assess other areas for development as supported by the output of the participants; and
  3. equip teacher-advisers and campus journalists with the much needed skills in the field of j ournalism.
The upgrading of the journalistic skills of the teacher-advisers and campus-journalists will focus on the areas of development of their regions. The regions are given the option to select the categories based on their needs and interests. However, for CY 2012 National Schools Press Conference (NSPC), the focus will be on digital literacy.

The regional coordinator for journalism, in coordination with the Division School Paper Advisers Association (DSPAA), shall nominate the participants (teacher-advisers and campus journalists) to said training, specifically eight (8) advisers in the elementary level; (four English and four Filipino); ten (10) campus journalists (five English and five Filipino) and an equal participation in the secondary level for a total of thirty two (32) participants per division.

A subsidy of Sixteen Thousand Five Hundred Pesos (PhP16,500.00) is allotted for each division and is drawn from the Campus Journalism Funds, the same with the
travelling expenses of the BSE monitors and training staff including incidental expenses, subject to the usual accounting and auditing rules and regulations.

Each region is expected to submit its technical and financial reports a week after the conduct of the training to the address mentioned below. The release of subsidy to the regional offices shall be upon submission of the regional training proposal. Enclosure No. 1 contains the outline of the training proposal and matrix. All regions shall submit said design not later than November 11, 2011 to the following:

The participation of the teacher-advisers and campus journalists from the private schools is encouraged and welcomed as paying participants.

The regional training shall be held at the venue recommended by the Regional Journalism Coordinator for school paper advisers and campus journalists. The schedule and venues will be provided to BEE/BSE as basis for the monitoring of the regional trainings. The list of monitors is found in Enclosure No. 2.
