"@amzad89 skip the rice. It is a myth that rice works. It does not do anything. At minimum you want to start with this:

The very first thing you want to do is to not try to turn on the camera. This may further damage your camera. The next thing to do is to clean it. You will have to disassemble your camera. Luckily the Coolpix cameras all pretty much get disassembled the same. This guide Nikon Coolpix S3100 disassembly should be close enough to get ino your camera. You must remove all the EMI shields of the logic board. If you do not remove those you are not cleaning the board properly. Clean everything with +90% (no less than 90%) isopropyl alcohol. Follow this guide, and even so it was written for a cellphone all the points are still pertinent to your camera as well. Pay particular attention to the SMD components, check for charred missing or broken components. Clean all connectors and ribbon cables as well. The biggest issue will be your lens assembly since it will require to be disassembled at well or else you will have water stains on the inside. There might be a manual out for it but we would need more information on the assembly. You can then dry the board in an oven or equivalent at 220deg F (not higher;-) for a few hours. Best way to clean it would of course be through an ultrasonic cleaner. Consider professional help with that When it is properly cleaned, reassemble your camera, replace the battery with a new one and reevaluate."
