How does internet explorer gets its favorites?

How does internet explorer gets its favorites? Looks like there are two ways for Internet Explorer to keep its favorites list: in "Windows/Favorites" folder and in registry "HKCU/Software/Microsoft/Internet Explorer/Main/FavouritesEntries".
