ipad is showing red battery charging not turning on or charging

ipad is showing red battery charging not turning on or charging When plugged in my ipad is showing battery icon with 4 red vertical stripes and then goes to show apple logo, then blank, nothing. If the power cord is removed the device is not responding. please help
