MS Windows (XP) Analogue to Linux' ~/.profile and/or ~/.bashrc? (NOT in a Network Domain)! Once upon a lifetime ago (in a much different phase of my career) I was pretty good at handling MS-DOS and MS Windows (3.x ... pre-NT, pre-XP, etc) technical support.
