"I would say anything with a Core i3 processor for the Core 2 Duo variants (E7/E8) - I’m sure the i3 will even beat the E8 series chips, but some of the E8 SKUs stood their ground for so long you had to wait years for them to be dethroned in benchmarks and comparative performance. For the cheaper Pentium versions, any modern Pentium will cut it compared to the 775 PDC variants, but if you can step up it’s worth the extra money.

Either way, forget the Celeron exists when you look for a more modern system - these chips weren’t good nor do they age well as they get to be a few years old. Unless it’s all you can afford, don’t buy a Celeron replacement. I don’t even think Dell touches them anymore outside of barebones stripped systems anyway because of how badly they perform.

If you went for broke and got the Core 2 Quad/M03 530s, easily a lower end Core i5 if you got one of the 65nm ones like the Q6600 Conroe. Much like the E8 Core 2 Duo systems, the 45nm C2Q parts will be closest matched by a midrange to high end i5.

Beyond that, the generational RAM, storage and chipset upgrades are not comparable - the onboard northbridge in the current generation Intel processors puts the G33 to bed beyond recovery.

If you’re looking for a direct recommendation replacement, I would go with the Inspiron 3671 with the i3 9100/8GB DDR4 2400 (huge bump from the “common” 1-2GB XP/4GB Vista configurations from 2007/8)/1TB HD. I am basing this on the assumption yours is the all too common M02 Core 2 Duo/PDC system. The Core 2 Quad M03 edition of the system was rare back then and even today it shows to a degree - but not as badly as it did even 3-4 years ago - they were so hard to come by for so many years if you seen one and the price matched that was the one to buy - even if it needed work and only came with the Q6600. That isn’t as true anymore since they’re not as hard to find, but it still tends to be an issue with used systems with the sheer amount of Core 2 Duo ones sold."
