Win7 - DVD drive spins up but fails to read, fails write

Running Windows 7 x64. DVD drive is a BenQ DC DQ60 ATA dvd-dl rw. Everything functions correctly in linux, and I can boot to cd/dvds, so the drive itself does work.

You probably have a virus or other DRM garbage on your Windows machine which has installed a lower or upper filter on the drive (The Sony/BMG rootkit did this, for example). Find and remove the filter (pull up the drive's advanced properties in Device Manager and have a look through the dropdown list for filters).
