Computer is not recogizing the photo frame as a device

Computer is not recogizing the photo frame as a device

I have a Smartparts SPp800 WS digital photo frame and it is not letting me connect to the computer as a device. I connected it to my windows XP but cannot with the windows 8.1. please help
