Makes high pitch noise when turned on, but fan blade doesn't move.

Makes high pitch noise when turned on, but fan blade doesn't move.

We have a 20V Lithium Pivot Max which has always worked great, but now the fans not turning, as if something is binding up the fan. Can you tell me how to access that area to clean it out? Or is there a simpler way to fix this problem?
