My screen is frozen

My screen is frozen my lg vx-8700 shine phone will not shut off. the verizon wireless logo appears then it blinks on and off. what can i do

"Did you try a hard reset yet?

1- Take out the battery

2- Press and hold he ""power""""on""""end"" button for 30 sec.

3- Reinstall the battery

4- Power on the device
