Water is not heating up

I have a WDT720PADM. this unit fills with water and drains, but no heat. No water seems to have been sprayed. It goes through the whole cycle and then ends and drains. I tried using the high temp setting and nothing. I tested the heating element and 11 ohms. Please help.. Thank you
