What logic board component is this?

What logic board component is this?

I am currently trying to resurrect a relatively expensive hair straightener. It is a Croc Infrared Titanium Ceramic 1.5-inch Flat Iron. Upon disassembly of the logic board, I did find an obvious burned out component. It does look like a resistor, but does not quite fit the pattern. It is 9.6mm in length, which would make it 1/2 watt. The part that does not look like a resistor are the ring markings. From what is left it looks like:

SIMPLY LOOK ON THE BOARD AND TRY TO IDENTIFY THE FORMULA BEING USED

IS IT IN A SERIAL OR PARALLEL FORM?

IS IT A RLC?

have you hooked it up to a DVM and seen any ohms? If so take the reading and match the colors that you do see. Are they closely related? Faded red looks brown..etc"
