Why does my Nokia Phone 1800 RM 653 wont turn on?

My mother said it was just because of the battery but then when we buy another one there's no changes at all. It isn't working. It's black as dead. Is there anyway i can do to turn it on without at least going to the cellphone repair shops? Thank you in advance.
