Why isn't my touch screen working?

Why isn't my touch screen working? The digitizer is not registering touch on the phone's touchscreen.

The digitizer works when i hold volume &pwr button at same time...do i still have to replace digitizer? forgot my screenlock pin code...can anyone help? How do i do a "softkey reset"& will this unlock my phone....LG MOTION MS770
