How do I change a stater plug under the dash for heater?

How do I change a stater plug under the dash for heater? The heater motor quite working.I replaced fuses all of them and nothing. Auto parts said stater under dash.bouhgt stater pulled apart end of plug was melted,burnt. Do you have to cut the wires to splice it?..
