Kickdown lever linkage and carb not working properly.

Kickdown lever linkage and carb not working properly. WOT is too much travel to the kickdown lever. 440 magnum, 800cfm Quick Fuel, TCI 727 Torqueflight. I can adjust the carb to the furthest point to push the kickdown lever all the way back. but using a return spring it raises the rod well above the pump. Doesn't it have to be in contact with the pump all the time. If I don't use the spring, it rests on the pump but there is alot of travel left before the carb pushes down on the pump...
