Power bank only powers device when plugged in to wall

Power bank only powers device when plugged in to wall
I bought a new power bank for a heated vest. The vest won't turn on unless the power bank is plugged into the wall socket, which kinda defeats the purpose. Both items are new, the power bank says its fully charged, is there anyway to determine which item is causing the problem without going out any buying another power bank?
