"Sadly this is a BGA chip which really needs a proper rework station to fix.

Basically, after you carefully remove the old chip you would clean the old solder off clean the board and then using a mask and the correct sized solder balls layout the field and then reflow the chip back on.

Given the cost of the needed equipment and sundries. I think it will be cheaper just getting a new Apple TV ;-{"
