TV will not turn on properly stuck in a holding pattern

TV will not turn on properly stuck in a holding pattern When I turn on the LG Television model 42LG70YR via remote or manually the tv displays a blue light that keeps flashing and the TV will not work. I have to repeat on and off several times and then if I am lucky is works. Any ideas? ANSWERS:
