We have Rogers cable and some of the stations have pixels why

My landlord has Rogers cable for all the t.v.s in the home and most of the channels I have no problem with but some of them I am not able to watch as they have the pixels flashing as if there is a storm but there is not storm and this has been going on for over a month. Do you have any idea why this is happening?
