What is the plug that comes out at my ignition?

What is the plug that comes out at my ignition? There is a plug that comes up by my ignition switch and is unplugged. I bought the Jeep used and it has been this way the whole time I have owned the vehicle and it runs pretty rough, should this be plugged in and if so where?
