What it can be -Horizontal line and fussiness on top part?

What it can be -Horizontal line and fussiness on top part? Horizontal line on middle divided tv screen;top screen look more ligth color with horizon line,it can be fussy and double.,. sometimes it twitches, my TV only 4 years .What it can be? it s worth repair or i can put it on garbage? ANSWERS:
