Why are all the charging lights indicators flashing?

Why are all the charging lights indicators flashing? The unit switches on without being on charge but speakers distort as if the battery does not have enough output .. when I put the unit on charge, all the battery indicator lights flash together and keeps doing this. ANSWERS:
