Why does it show sad face apple/iPod/support? it wont charge

Why does it show sad face apple/iPod/support? it wont charge
first it shows the sad face apple/ipod/support then i plug it in to computer to see what happens then it shows the battery but not that it is charging i pick it up and move it around and then pops up sad face again usually i can hear or feel the hard drive but its silent what do i do now? is it just needing a new battery or is it completely shot?
