Why is my dryer is overheating..

I having the same issue with my electric dryer Kenmore elite. I have replaced the thermal fuse, thermistor, hi limit thermostat, and the cut off thermostat. Dryer still producing high heat even on the Air dry setting. I have cleaned out the entire interior duct work and venting inside the dryer and the connections from the dryer to the outside vent. I scrubbed the lint screen. I inspected and tested the heating element; nothing broken or shorting out. The felt seal around the drum is fine. The belt is intact and when the drum rotates the blower fan turns. I am LOST. I am thinking it’s the control panel. Advice??
