Why my refrigerator does not cool enough, but freezer freezes ok

Why my refrigerator does not cool enough, but freezer freezes ok I have a GE Monogran built-in refrigerator. It used to stop cooling altogether once every few months. Changed the damper and ice maker. Now the freezer is working ok. But the fridge side does not cool enough. It stays at around 45 degree. The timer seems to be working, (turning), and the motor is working ok. We were told the insulation in the wall between the freezer the fresh food section is worn out. But, I am not sure if that is the correct diagnosis. Can you give me an idea what the problem is?
