Why the volume display on screen without existing with volume at 0

Why the volume display on screen without existing with volume at 0 My TV is not responding with the remote and when i manually turn up the volume i watch it goes back down itself with the volume display stays on the screen showing till it gets to 0 with the volume display still on the screen and wont exit.
