ERC Renews WA License of Trans-Asia Oil Energy and Development Corporation (TA Oil)

The Energy Regulatory Commission (ERC) awarded on 06 February 2012 the renewed Certificate of Registration as Wholesale Aggregator (WA) to Trans-Asia Oil Energy and Development Corporation (TA Oil). The ERC granted the renewal upon finding compliance with all the requirements stated in the Rules for the Registration of Wholesale Aggregators, as Amended, Resolution No. 3, Series of 2010. A Certificate of Registration is valid for five (5) years.
TA Oil is a private corporation that registered with the Philippines Security and Exchange Commission (SEC) in September 1969 to engage in the business and/or invest in contracting, electric power generation and distribution, and servicing, among others. It is currently engaged in the supply of electricity to Guimaras, through its own 3.4 MW diesel power plant, and to Holcim Cement plant in Bulacan and Bacnotan through its affiliate, Trans-Asia Power Generation Corporation (TAPGC) which owns and operates a 52 MW diesel power plant. TA Oil has existing supply contracts with One Subic Power Corporation and Sem-Calaca Power Corporation. As a WA, TA Oil has signed a contract with Batangas II Electric Cooperative, Inc. (BATELEC II) which is still under evaluation by the Technical Working Group (TWG) of the ERC. TA Oil intends to offer a "one-stop shop” for electricity supply which includes: (1) Advisory services on supply options, market trading and settlement issues, and contract negotiations; (2) Market trading and settlement services; (3) Wholesale electricity services; and (4) Assistance in firming up contracts with industry participants and government agencies.

TA Oil, upon ERC’s evaluation of its application for renewal of its Certificate of Registration as WA, has proved to have the technical, managerial resource, financial capabilities, and feasible marketing and power procurement plans. As a registered WA, TA Oil is authorized to enter into contract with distribution utilities (DUs) for the sale of electricity. WAs provide supply options to DUs, particularly small electric cooperatives. TA Oil plans to source its power supply from five (5) sources: (1)Trans-Asia Power Generation Corporation; (2) TA Oil Guimaras Plant; (3) Bilateral contracts with other IPPs; (4) Future plant acquisition thru government’s privatization of NPC; and (5) WESM, as needed.

"Any person or entity who wishes to become a Wholesale Aggregator (WA) must prove that it has the technical, managerial resource, and financial capabilities before it can provide aggregate supply of power to distribution utilities,” ERC Chairperson Zenaida G. Cruz-Ducut stressed. <erc.gov.ph>
