Zero Cavity Mission (Dental Caravan Project with Oral Health Education, Services and Research Components)

Pursuant to DepEd Order No. 73, s. 2007, entitled "Promoting Oral Health in Public Elementary Schools" and the "Bright Smiles, Bright Futures (BSBF) Program" jointly implemented with Colgate Palmolive Philippines Inc. (CPPI), the Department of Education through the Health and Nutrition Center (HNC) and Adopt-a-School Program (ASP) Secretariat will embark on a "Zero Cavity Mission Project" which aims to address the high prevalence of oral health problems among schoolchildren.

The fully equipped CPPI Dental Van, will bring dental supplies and materials on its visit to fifty (50) selected schools nationwide in the next three school years starting August 2011. Preventive and curative services will be provided by school dentists and volunteer dentists from partner agencies to Grade I pupils and toothbrushing drills and oral health promotion activities will also be conducted to reinforce the 7 o'clock toothbrushing habit being implemented in schools.

Regional directors (RDs) and schools division/Ctiy superintendents (SDSs) are enjoined to lend full support to this campaign to improve oral health among the school children. All school dentists and Adopt-a-School Program (ASP) coordinators are expected to take the lead in the implementation of the project. Enclosed are the list of recipient schools, schedule of the caravan and project guidelines for reference.

Guidelines for "Zero Cavity Mission Project"
  1. The Regional Supervising Dentist shall conduct meeting and assign 5 school dentists and 5 dental aides to assist in the conduct of dental service;
  2. The DIC/School Dentists shall coordinate with the principal of the selected school regarding the project and facilitate the venue setup in the selected school;
  3. Principal/Teacher/School Dentist shall prepare the list of Grade I Pupils and distribute the permission slip a day before the visit;
  4. School Dentist shall conduct oral examination prior to visit and recommend priority treatment for the Grade 1 Pupil. This will be reflected in the oral health card that should be ready during the Zero Cavity Mission Activity;
  5. The following activities and 300 treatment will be made available to the Grade 1 Pupils:
  • Extraction for a maximum of 100 students
  • Restoration for a maximum of 50 fillings
  • Prophylaxis for a maximum of 50 pupils
  • Fluoridizations for a maximum of 300 pupils
  • Profiling for impact assessment study to be conducted with Philippine Association of Dental Colleges.
  • Oral and Systemic Health Lecture for Teachers and Parents
  • Free Toothbrushes and Toothpastes to 300 Grade 1 Pupils
  • Toothbrushing Drill
  • Oral Health Fun and Games with Prizes
  • Special Appearance of Dr. Rabbit Mascot
  1. A signed permission slip shall be checked before treatment;
  2. The Regional Supervising Dentist shall coordinate with the Zero Cavity Mission Volunteer Dentist Team Leader, Dr. Vinnie Sison regarding the Zero Cavity Mission. Dr. Vinnie Sison's contact details are as follows:

  3. School dentist shall conduct dental services (if necessary) follow-up for Post operative instructions;
  4. Principal teacher/health personnel shall invite parents for oral health education;
  5. Dental aides are in-charge for the oral health talks, tooth brushing drill and facilitate the order/systematic flow activity.
