MEMORANDUM FROM THE EXECUTIVE SECRETARY

TO: Cabinet Secretaries / Heads of All Government Instrumentalities

SUBJECT: COORDINATION AND MONITORING OF JOB CREATION UNDER THE GOVERNMENT'S COMMUNITY-BASED EMPLOYMENT PROGRAM

DATE: 23 March 2012

To implement the policy pronouncement of the Aquino administration to strengthen the Community-Based Employment Program (CBEP), with an aim to contribute to the national goal of inclusive growth, poverty reduction and job creation, particularly in the countryside or the local communities, the following will be adopted to ensure the effective coordination and monitoring of the CBEP:

All infrastructure and non-infrastructure CBEPs implemented by National Government Agencies (NGAs), Local Government Units (LGUs), Government-Owned and Controlled Corporations (GOCCs), Government Financial Institutions (GFIs), and Public-Private Partnership (PPP) Projects in the national, regional, provincial, city and municipal levels, shall be coordinated and monitored by the CBEP Steering Committee.

The following shall be submitted to DOLE, in its capacity as Chair of the CBEP Steering Committee:
  • For those who have not submitted, validated information on the actual employment of skilled, semi-skilled and low-skilled manpower for infrastructure and non-infrastructure programs and projects for 2011.
  • Validated information on the projections in employment of skilled, semi-skilled and low-skilled manpower for infrastructure and non-infrastructure programs and projects for 2012.
You are further directed to fast-track the implementation of your agencies' infrastructure and non-infrastructure programs/projects.

DOLE and NEDA shall provide capacity-building for CBEP implementing agencies in coordinating and monitoring job-generating programs/projects of the government.

A Technical Working Group (TWG) composed of member agencies from the Steering Committee shall conduct trainings/workshops in the development of a

CBEP Manual to ensure coherence in understanding and reporting of jobs generated.

The Steering Committee shall coordinate with the PPP Center in monitoring the jobs generated by PPP projects as well as with the local government units (LGUs) to account for the contribution of LGUs to job generation.

DOLE and NEDA shall develop a database of CBEP beneficiaries, program/project implementation and monitoring, fund allocation and utilization for better analysis, targeting and decision-making.
