2011 Search for the Most Efficient Provincial and City Divisions that Support the Alternative Learning System (ALS)

The Department of Education (DepEd), through the Bureau of Alternative Learning System (BALS) , announces the 2011 Search for the Most Efficient Provincial and City Divisions that Support the Alternative Learning System (ALS).
The search is one of the activities under the Project "Usapan at Aksiyon sa ALS Ngayon" (USAPAN), which aims to give due recognition to the DepEd Division Offices for their exemplary performance, dedication and outstanding achievements in the promotion of literacy in the country.

Enclosed are the guidelines and criteria relative to the conduct of the national search:

GUIDELINES ON THE 2011 SEARCH FOR THE MOST EFFICIENT
PROVINCIAL AND CITY DIVISIONS THAT SUPPORT THE
ALTERNATIVE LEARNING SYSTEM

I.    Scope of the Program
The Search shall apply to all DepEd Province/City Divisions nationwide with on-going implementation of ALS PROGRAMS/PROJECTS.
II.    Categories of Awards
The categories of awards are for the following:
  1. City Division; and
  2. Province Division.
III.  Criteria for Evaluation/Judging
  1. The nominees will be evaluated based on the criteria shown on Encl. No. 2. Evidences should be in the form of Signed Testimonies, Certification by the Regional Officials/Schools Division Superintendent, other Stakeholders, Certificate of ParticipationlRecognition and Diploma.
  2. There will be separate evaluation for the two (2) categories.
  3. Evaluation and judging at the national level will involve two (2) phases, namely:
First Round - a panel of evaluators for each category composed of selected BALS technical staff who will determine which entries should go to the second round of evaluation as finalists. Five (5) entries will be selected as semi-finalists.
Second Round - a panel of external evaluators for each category composed of three (3) members who will be tasked to analyze the pertinent records, on-site observations of the five (5) semi-finalists and interviews with the nominees, learners and other concerned stakeholders (e.g., residents of the community, LGU, key DepEd officials and significant others).
Final Round - the Panel of Evaluators after thorough deliberations, the first, second, and third place national winners for each category will be drawn and whose decision will be final and executory.
  1. The winners and the schedule of awarding will be announced formally through a DepEd Memorandum.
IV.    Required Nomination Documents
  1. Nomination folder should contain the following documents and must be submitted in one (1) original or certified photocopies:
    1. Summary of accomplishments certified/signed by the ALS Education Supervisor I, Schools Division Superintendent and Regional Director.
    2. Photocopies of clippings, news items, pictures and other documents to support the nomination.
  2. The document should contain a maximum page of 100 with a two-page Executive Summary.
  3. Deadline for submission of nomination is on February 15, 2012. All regional nominations must reach the BALS on this date.
  4. All nominations with corresponding supporting documents endorsed by the Schools Division Superintendent and Regional Director must be forwarded and addressed to:

V.  Awards and Prizes
  1. Winners will receive prizes in the form of cash and plaque of recognition for each category.
