Technical Working Group to draft Amendments in Republic Act No. 8190

In order to ensure that the hiring of 61,510 teachers in 2013 of the Department of Education (DepEd) will subscribe to the "Merit and Fitness" Rule as mandated in the Constitution, a Technical Working Group (TWG) is hereby created to draft the amendments to the Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 8190 entitled An Act Granting Priority to Residents of the Barangay, Municipality or City Where the School is Located in the Appointment or Assignment of Classroom Public Schoolteachers (Localization Law).
The composition of the TWG is as follows:

The TWG will be responsible for the following:
  1. Conducting of consultation meetings and providing information on the current state of the law, rules and regulations relative to teacher hiring as well as the need to amend these laws;
  2. Gathering of feedbacks, recommendations and inputs from the stakeholders on the draft amendments for the IRR of RA No. 8190; and
  3. Drafting of the amendments to the IRR of RA No. 8190 for approval by the DepEd Executive Committee (EXECOM).
Relative to this, a Consultation Meeting will be held on November 16, 2012 at 9:00 a.m.- 5:00 p.m. at the SEAMEO Regional Centre for Educational Innovation and Technology (SEAMEO INNOTECH) Commonwealth Avenue, University of the Philippines (UP) Diliman, Quezon City.

External stakeholders will be invited to provide their inputs on this matter.

Expenses to be incurred by the TWG in producing the expected outputs will be charged to SPHERE Funds.
