If the mindset of green (environment friendly) sustainability, renewability is driven to residents everywhere, rain should be a welcome blessing and not a curse. A simple straightforward solution to the flood situation is actually to collect this water and set up an aquaponic system. We simply have to provide an infrastructure in each and every home then use this water to produce fish and vegetable in each of our homes.

I think it should me rewritten as - "SHOULD" NOT "might". Please read below, as this has impact on many many people...
