Philippine Bamboo Industry Development (PBID) Program

For the information and guidance of all concerned, enclosed is a copy of the Memorandum Circular No. 30, s. 2012 from the Office of the President dated May 30, 2012 entitled, "Directing the Full Implementation of the Philippine Bamboo Industry Development (PBID) Program" which is self-explanatory.

MEMORANDUM CIRCULAR NO. 30

DIRECTING THE FULL IMPLEMENTATION OF THE PHILIPPINE BAMBOO INDUSTRY DEVELOPMENT (PBID) PROGRAM

WHEREAS, Executive Order (EO) No. 879 (s. 2010) directed that PBID shall be made a priority program of the government and created the PBID Council which will provide the overall policy and direction of the PBID program;

WHEREAS, the PBID Council is chaired by the Department of Trade and Industry (DTI) and composed of the Department of Environment and Natural Resources (DENR), the Department of Education (DepEd), Department of Agriculture (DA), the Department of Science and Technology (DOST), the Department of Labor and Employment (DOLE), the League of Municipalities of the Philippines (LMP), and representatives from Non-Governmental Organizations (NGOs) and Private Industry Associations (PTAs);

WHEREAS, EO 26 (s. 2011), otherwise known as the National Greening Program (NGP), declared that the NGP, which is also a priority program of the government, shall harmonize all tree-planting and greening activities;

WHEREAS, EO 26 included bamboo among the list of preferred species for propagation in areas eligible for development under the NGP; and

WHEREAS, the DA, Department of Agrarian Reform (DAR) and DENR are mandated under EO 23 (s. 2011) to develop the NGP in cooperation with DepEd, Commission on Higher Education (CHED), Department of Social Welfare and Development (DSWD), Department of Budget and Management (DBM), private sector and other concerned agencies and instrumentalities.

NOW THEREFORE, the PBID Council and the DENR, as the lead agency for NGP, shall harmonize the PBID Program with the NGP and identify areas of cooperation and convergence. In the implementation of the PBID Program, the PBID Council may request for assistance and cooperation from other government agencies, the private sector and other stakeholders.

All departments, agencies and instrumentalities of the national government, state universities and colleges (SUCs), government-owned and controlled corporations (GOCCs) and local government units (LGUs) are hereby enjoined to support the full implementation of the PBID Program.

This Memorandum Circular shall take effect immediately.
