I got power no crank

I got power no crank

So I have a 98 jetta I was running until I went to go check fuses now it's got power but does not crank over no sound no nothing just a little bit of a whiny sound I don't know what to do and the person before me the only made a rat nest out of all the electrical behind the fuse box underneath the dash ?!
