There is a bolt that looks like it will rub the belt?

There is a bolt that looks like it will rub the belt? There is a bolt that sticks out and looks like it will rub the belt between the wp & fan pully and the alt pully. The belt broke on me so I don't really know if this is a problem. I am up for suggestions. My email is doubletroublefarm05@yahoo.com.
