Energy Regulatory Commission (ERC) Newly Approved Electric Meter Types

The Energy Regulatory Commission (ERC) granted on 19 September 2011 a Certificate of Approval (CoA) to the Chi Fu brand type DDS-8888 meter product for future use in revenue metering by Distribution Utilities (DUs) and Redistributors.

The grant of a CoA to the Chi Fu DDS-8888 brand type brings the total number of meter types approved by ERC to nineteen (19).  These types and their corresponding brands are:

(1)  Mk6 – EDMI;  (2) Mk6N – EDMI;  (3) Mk6 – EDMI;   (4) Mk10E – EDMI; (5) Mk7C – EDMI;  (6) Mk29 – EDMI;  (7) V12S – Vision;  (8) V4S - Vision;  (9) V3S – Vision;  (10) V2S - Vision;  (11) V1S – Vision;  (12) EM 6436 - Landys + Gyr;  (13) ZMD 405 CT - Landys + Gyr;  (14) LG 5235 - Landys + Gyr;  (15) E 130 Focus AL - Landys + Gyr;  (16) EM 6436 – Conzerv;  (17) E 330 Focus AXR - Landys + Gyr;  (18) Supestatic ZCE - Landys + Gyr;  and (19) DDS-8888 - Chi Fu.

The list of approved type of meter products is available at the ERC website (www.erc.gov.ph) under the Consumer Services icon (bottom middle of home page). All electricity end-users are sought to be guided properly to the approved type of meter that can be installed in their premises. Prospectively, every meter-type product must be covered by an individual application and approval from the ERC.  The emphasis is on the type of meter that gets approval and not on the meter manufacturer per se.

The ERC promulgated Resolution No. 22, series of 2010 on 27 September 2010 entitled:  "A Resolution Adopting the Rules Governing the Type Approval of Meter Products to be used in Revenue Metering by Distribution Utilities and Redistributors,”  to promote consumer welfare protection by ensuring that electricity end-users are provided with accurate electricity meters that operate within the standards set by international organizations.

 "It is a legal requirement for meter manufacturers and their authorized dealers to secure the ERC’s approval for the type of meter products before the same can be offered to DUs or Redistributors,” ERC Chairperson Zenaida G. Cruz-Ducut emphasized.  "This will help ensure that all electricity meters installed by DUs/Redistributors conform to standards and requirements adopted by the ERC”, Chairperson Ducut added.

 The ERC also deemed it proper to incorporate additional enhancements to the meter type approval filing requirement through these measures:

(a) Submission of a verified (or sworn under oath) applications to ensure that the documents to be submitted by an applicant are authentic;

(b) Accompaniment of English translations of the meter-type documents content (technical specifications and other manufacturing data) written in other foreign language to facilitate the evaluation; and

(c) Inclusion of the Suggested Retail Price (SRP) as reference by the ERC in evaluating future applications of capital expenditures involving the purchase of meters. - https://www.affordablecebu.com/
