Why is my phone making noise but won't turn on?

Why is my phone making noise but won't turn on? I shattered my iPhone 4 screen and I disassembled and reassembled it myself. I fixed my screen but the phone will not turn on. However, it keeps making this weird beeping noise when I put it on the charger. What does that mean? I would've took it to a professional but they tried charging me $150 just to get a new screen.

I have a Samsung galaxy phone with the same problem, It's blacked out but it makes sound. Is the only way to fix it to go to a repair place or can I do it on my own?

NY iPhone 4 is diving the same my screen was cracked u changed it now the phone won't come on but when I plug it up its making a double zig zig sound then a thump I recheck all my cables and the battery some thing happens
