How can I fix a wrong tear off position on my Epson printer.

My Epson printer is constantly pulling an extra 2mm or 3mm of paper and it is offsetting my prints on forms constantly. I have tried adjusting the top of form position but it keeps offsetting everytime I print. Sometimes it prints the first page correctly but then everything else gets messed up. Its an Epson 2090 dot matrix invoice paper.
